Tips for Filing a Flood Insurance Claim
FEMA has published several tips for filing a flood insurance claim that can be accessed here and here. Be sure to note that a proof of loss must be submitted within sixty days. It also has a brochure that addresses common myths about the NFIP (National Flood Insurance Program) that can be downloaded here.

One additional resource hidden within the web pages at FEMA is the claims handbook which explains all that an insured should do when filing a claim. See the following link http://www.fema.gov/library/viewRecord.do?id=2184
This resource is invaluable. The summary brochure can also provide some guidance http://www.fema.gov/library/viewRecord.do?id=3011
An insured should never simply rely on NFIP to determine what the claim is. Consult with an attorney early because as you stated NFIP requires certain documents to be filed in a timely manner or the claim could be lost.
